The last one was scuttled by a powerful bloc of voters against roads; the 20 year plan was a combination of an ambitious transit plan and an unlikely-to-pass roads plan.
Without that roads plan, we'll recapture that lost 8-12% and hopefully win this one in a walk. If it goes to the ballot.
